Only partially. Warm weather does help with recruitment but Amazon's name would largely allow it to recruit from anywhere. The larger factor is whether the location that Amazon chooses has a strong local base to recruit from. Its far cheaper to recruit locally than to pay to relocate people (also people that move for work tend to demand higher salaries than local recruits).
IMO, that's on the city government. They've actively chosen to resist growth in just about every way possible...most importantly, infrastructure. Have they finally finished adding the toll lane to MOPAC? That took way too long to approve and I know the construction dragged way longer than it should've. 130 is useless as it's too far east with too few connectors back into town (a problem that goes the entire length of it. Why is there no direct connection into New Braunfels/Cibolo/Schertz?). 35 will never get better unless they tear it all down and start over. People keep moving there and they keep doing nothing about it. If Amazon moved there, I can't imagine the hell it would create for property values and infrastructure.
Because Syracuse (and most of upstate New York) is experiencing huge population declines. Companies want to locate in areas with population growth. Companies have to grow over time and if the local population is shrinking, it makes growth impossible. No company wants to rely on paying for relocations. That is simply too expensive.

not exactly. i want corporate tax loopholes closed but i'm never against taxes getting cut for citizens even if temporary because temporary can be made permanent and while working toward that taxes are lower. also if i can get lower fit for folks while we continue the debate for corporate taxes then why not as opposed to getting nothing while we have the debate. also, i will never be for raising taxes and will always be for lower taxes no matter how fair or unfair the breakdown is. we can fight over the details/fairness while at least getting used to/accepting lower taxes. win a little now to get more later approach instead of arguing for details and getting nothing the entire time.

Might as well just call that DC. It is adjacent to the Washinton National Airport. That location is probably the closest to a major airport there is out of all the other candidates.

I bet Northern Virginia would give them access To recruitment at a large percentage of highly rated universities with minimal relocation for people. Hell, that area is probably within an eight hour drive of 60%+ of the country's population, if I had to venture a guess.
