Exactly. That's 100% it, in the NFL you can either suck or be a distraction but you can't be both. Kap is both. There are tons of players hanging around in the league that suck and the reason they are still around is because they aren't distractions and instead are positive forces in the locker room. Look at TO and Chad Johnson, they probably would have made it a few more years in the league if they weren't such a distraction all the time. As soon as their play fell off a bit, they were gone. If he was a starting caliber QB, he'd have a job.
