If the best player from your draft class is AAAA 2B Tony Kemp, you didn't have a very good draft. I'm not saying this FO are bad at drafting (the 2012 and 2015 drafts look stellar and 2014 looks pretty good too) just that they aren't beyond questioning.
On another note, I suppose the Perez pick answers the 2013 is still open. It's also looking like a pretty weak early part of the draft -- only 4 of the top 12 picks have played in the majors (1 of whom is Colin Moran..). There's negative WAR among 2nd round picks. Even in that draft, Luhnow appears to have done ok with the high school picks -- Nottingham in the 6th round became a usable asset (top 100 prospect pre-2016), and Jason Martin in the 8th round is progressing well.
Very hard to judge the quality of a front office's ability to draft by looking at a particular season. Look at the Chicago Cubs under Theo/Jed and their draft record. They have had several seasons that were close to total duds. It is a very hard thing to evaluate.
