Savage is not the starting quarterback. He has never been groomed to be the starting QB presumedly because the staff doesn't think he's that good. The past 3 offseasons consisted of the Texans going out and signing a new starting QB. If Savage was a NFL QB then he would have won the starting job by now.
Bill O'Brien just emphasized in the post draft press conference that Tom is the starter. Even if it is not true, the players have to put on the same face and NOT throw shade at the declared starter.

they just asked Smith if Watson will compete for the starting job at training camp and Smith seemed really adamant that Savage will be the starter.

Well you and I both know why that is, but hopefully his "justwinz" and other intangibles will be enough to make up for where he's lacking.

The Texans were desperate for a quarterback, having already given up on Brock Osweiler (who they traded in a salary cap dump to the Browns). The key word is having good memory. We need a QB that can take 5 sacks per game and won't get his brain messed within just one season.
