try to upgrade the HD and RAM and I don't think it would be a problem for surfing...
ROMS/EMU's are those online games or something?? Since the laptop is a plain Pentium (correct, not a P2?) you may need to check on particular games minimum requirements...

happy mobile surfing! A rom is a copy of any old games, and an emulator is a program to run them.

upgrade the RAM to 192 or 256mb .
you can upgrade the HD but it will be expensive (an external solution would be cheaper)
you need more video ram (well you dont' if you aren't playing games) 2 mb is kind of skimpy.

Well forget about the upgrades unless it is $100, because for $700 you can get a kick ass toshiba on buy.com with a 14.1 tft screen and 400mhz processor.
If you just want it for internet/email and basic apps, that will be plenty - great value too! Just yesterday, I bought a router and set up my old laptop as a "kitchen" internet terminal and it seems to work OK. It is only a P166Mhz, 32M Ram with Windows 95.
One of the more important things is the battery - is it new or reconditioned? If the battery is no good, you might as well call it a desktop with a small screen and keyboard (Which is what mine is) If the battery is good, you can go wireless, which would be very cool!
