Stuff very similar to this was going on back when I went to high school in a fishing town.

The deal here is that money was exchanged.

Money makes it look more suspect.

If she's out doing this just to pass time on the weekend, it's something they can't touch.

But there is money changing hands... in a publicly advertised shady business... and a teen educator is involved... in the current society with the climate of so much teacher/student hanky panky... I can see why they did this...
